Can red foots be kept outdoors in Southern California?

The humidity here usually in the 70's and the spot I have in mind is relatively shady and around 15 feet long and 5-6 feet wide.
1 Dog named Chocolate
1 Cat named Sprinkles
1 Russian tortoise named Tippy

I think it all depends on where you live, as far as winter low temps.
