Hmm...yeah, that's not normal, especially this time of year when the heat and sun should perk them up. We'll need a lot more info from you to determine a cause - what are you feeding him? what are the temps? indoors or outdoors? substrate and humidity of it? did you move him recently to a new location?

Let us know the info above and we'll help you the best we can.

ok, here's some more details:

food:  lettuce mostly, aloe vera, sedum.. the food that mention on the diet list that this website recommend.

temp: its summer here but only around 15 degree most of the time and he is living indoor since i'm living in an apartment.

substrate: its play sand mix with coco coir. i'm not too sure about the humidity but i will spray the substrate with water everytime when i give him a bath.(i'll try to keep it not too wet but not too dry either).

move: he was in the same tortoise table at the same location since he was here day 1.

addition: he was awake for a bit yesterday so i put him to bath and gave him some food... he poo,he ate all the food and looked ok but straight back to sleep afterward. he is awake a bit today and move from one place to another to sleep but no intention to eat or do anything else. he looks the same no bubble from his nose or mouth, eyes looks fine.... he just look the same apart from sleep a lot and not eating everyday.

many many thanks for your help, i'm really appreciate it!!

Is the temp of the enclosure 15 degrees celcius? That is only 59F.

Do you have a basking spot? The temp of the basking spot should be about 33C to 35C. If you don't have a basking spot, it's probably a good reason your tort is acting sluggish...

Everything else you are doing sounds okay, assuming he has an adequate size enclosure. I personally would try to feed him more weeds, as a mostly lettuce diet tends to result in long beaks and also torts need the fibre from weeds/ grasses.

no no no... not the enclosure is 15 degrees ... just the weather here.

yes, he has UV light and basking spot and the size of the enclosure is made by wood and its around 62cm x 47cm and he is around 7cm long himself so i think it should be big enough for now.

i already started to grow some weeds/grass on my balcony so i'll try to feed him more of those from now on(when he start eating probably again)

guess i just have to keep an eye on him and see what happen.

once again, many many thanks for all your help. its very kind of you!! i'm really appreicate it!!
